I regret that I have overlooked this. The Treasury were pressed in 1884 withdrawing the prohibition against which prevented the Banks setting up branches in foreign countries, "It might give rise to anomalies". I was not more explained.
I can't myself see much objection to banking which does not cut in Banks incorporated under the Companies Act in England, but it is a case for the Treasury.
